Polara 69 park lights

I've failed a warrant of fitness on my 69 polara in nz."forward park lights not working" while I can find a park light position on main light switch I can find no indication forward park lights. Main lights only have three wires high low negative and only indicators on bumpers. Any suggestions

Front parking lights are located in turn signal assembly and they use 21/5 W bulb. I don't know the regulations in NZ, if the amber colored parking lights are allowed.
