Finally dove into fixing my power windows on my 64 Imperial, I had hope because they still made noise, just didn't move, here's what I found

It looks like there is a rubber"sandwich" between the 2 gears that has broken
At this point what are my options?
Is this a common problem?
Is just the gear available anywhere? Or do I need to get the whole motor? What years will interchange?

Yes, that's a common failure.

You can buy gears, but I'm not sure if the old style motor in your '64 uses the same gear as the '65 C body motor that was used up to 1989 in just about everything.

Unless someone else knows for sure, you may have to hit the parts books to see what gears are interchangeable. If your gear is the same as a '65 C body, then it should swap with the up to 1989 gears.
