Why are the headlight doors not working when the headlights are off?

The key needs to be on for the doors to close or the headlight motor is trashed and disconnected. There is a manual knob on the bottom of the motor to manually open the doors if the motor craps out.. Paint mismatch is about as bad as it gets.

Bulb filaments supply the ground to activate that side of the relay, key supplies power to the hot side of the relay.
