Vacuum trunk release

Hello group, just tested my vacuum trunk release for my 71 new yorker. A question for those who have this option: does this only work with the engine running? If not how long after shut off will it operate. I tested my release and it only operated with the engine running. Could it be that the vacuum can is defective?

Plug the side that goes to the actuator.
Put vacuum to the engine side
Remove vacuum source
It should hold vacuum. If not, it's leaking.
 
It's either one or the other - unless the can itself is leaking, the diagnosis will be the check valve. Put a vacuum gauge on the one hose (from engine side) and plug the other hose. Run the vacuum up to 15 lbs and watch to see if it falls and how long it takes.

The hoses and lock itself will operate with either the canister or when the car is running, and if they are leaking, you'll have a rough running engine so you'll know that it's outside of the can and valve.
 
Just checked, the can has a small hole in it. (I presurized the can held under water) could see the air bubbles. Will attempt to fix this small hole with JB Weld or similar substance.
