Wheres ground wire go?

Does anybody know where this wire connects to? On my 68 300, it was laying on floor board under driver side dash. I think it goes on steering column to ?. Can some send pic. Manual says should be grounded from column to not sure where, there is no photos. Im wondering if this missing ground may have something to do with my dash light issue.

One end connects to one of the two screws in the dash that support the steering column clamp and the other end goes to a screw (bolt) on the steering column.

Typically both ends go on the mounting bolt, they just need to be on either side of the plastic part.

Here is how it was on my 69 Polara, I put the other end on after the column was in place, to the mounting bolt, you can see where it was.
