The W23 Class II 16-Slot 15x6 Road Wheels will work with those "full-fined" drums. That's what's on my '70 Monaco, 4-whl power drum brakes. FWIW. BUT the spare wheel/tire is a normal black steel rim, with the correct mounting to go a bit deeper to clear the fins.
If you can use the spacer, you might need longer lug studs, as a result?
The Ford 5x4.5 bolt circle is the same as the (non-Imperial and some A-body "small pattern" wheels) Chrysler pattern, BUT that hub ring can vary between Ford and Chry wheels. In the old Mopar Style board, one poster was wanting to use the Crown Vic "wire mags" on his car, but had to enlarge the center hole on a lathe for them to work.
