When looking at it from the rh fender, it rotates CCW to open. Which is on the end of the counterweight tang/travel limiter. It only rotates 90 degrees. All of ours usually ended up stuck about 1/2 open, which did not hinder the performance of the 383 2bbl one bit. In later years, I did get the local dealership to replace the valve unit with an OEM Chrysler kit. It would hang, too, if I had not requested them to ream the bushings so the valve shaft fit a bit loosely. He had a reamer bit in the reamer kit which was just the right size, too.
