Looks like a lot of mud in those quarters to me. You can see it a 1/4 thick at least in the one taillight pic.

Used to spectate and eventually race there about 20 years ago before I moved away from NJ. My profile pic was taken in the pits there. Sad day!

Just my 2 cents, some elbow grease and some "0" steel wool followed by some "00" steel wool might make a huge difference in the look of these and save you from paying someone else to polish

Is that a Canadian thing that the rear end looks like a Newport, not a 300. Tail lights etc.
