It replaces the rubber in your mount.
Sounds silly but make sure there isn't two gaskets there. I don't see how the gasket in the filter could get blown out.

If you look in the Factory Parts Book there is a table in the fuel section.
For 69 it appears they are different.

In the front I put them under the lower control arm socket (where the torsion bar goes).
In the rear I put them under the differential housing....
My 69 used the second one.
Look at your car and see if it has the holes for the extra bracket, someone may have put the wrong one in years ago.
