Update today. I put SeaFoam in the gas filter and squirted SeaFoam in the carburetor and set mixture screws out one turn. Ran the engine long enough to get the SeaFoam in all the carburetor ports and hidden places and let set for about 1 hour. It smoked lots when engine was started. Reset timing...

I sent the seal to a new home in NC.

The hole in the tank is too small and the filler neck is smaller that he hole in the seal. I ended up reusing the old seal by gasket sealer for fuel. The old seal has some minor cracks, but the gasket sealer I used make it work great.
