SPDs can get wonky toward the end of the year. There seems to be abnormally high number of cars assigned to fewer SPDs. 703 is the latest SPD I have on file for '69 at the Belvedere plant. That specific SPD could include over 4,000 VINs.

It was built at the Windsor plant. I've never seen any documentation that the Windsor plant made 'fleet' cars; especially for a car made to be sold and used in the US. It does not appear to carry a fleet car VON.

I think with enough data points, you would also be able to document the SO number series are different for Canada and US sold cars. This would be one more indicator of where the car was to be sold.
