Looking at your pics, I'd be a little concerned about the integrity of the frame rails underneath. Are they full of rust flakes?? You may need a whole new (donor) frame under it.

Just went through this same dilemma with my '57 non-Mopar project. I don't want to get shot at so I won't cite which make it is... lol. Using PPG CRE-921 two part epoxy primer. It loves bare metal but does great on solid, lightly rusted metal too. No crusty flaky stuff! Should be topcoated...
