    I know on my 65 Polara, and I believe it's also true for 66 - the ground signal for the horn travels across the rubber 'biscuit' in the steering column via a spring across the two sides, it's not grounded to the dash. That spring can be fragile if the biscuit is in good shape, if it isn't it...

    There's a bolt/screw right above the arrow that attaches the tin piece(bracket) your switch clips into onto the frame of the pedal assembly. And the hole that screw/bolt goes through is usually elongated to allow fore/aft movement of the bracket to set the actuation point of the switch.

    But that metal bracket it clips into has an adjustment on it. You can readjust relative to the frame which moves the actuation point.

    You will likely have burnt points in short order, at least in my experience, but it will allow you to drive.

    That spring clip is fun, a couple screwdrivers and at least one other pair of eyes to find the clip's final resting place once you get it off..... As for the parts, i've never looked for those...

    I don't have a 2 spoke wheel off at the moment, but this is what a 3 spoker from a 65 Polara w/tilt looks like on the bottom. The black wire goes down and makes a quick right to the spring loaded contact going to the slip ring on the column. That white plastic collar is way taller w/tilt...

    This proves the dash and voltage supply is working, there's not a lack of a ground to the cluster. There's a lack of a ground through the sensor.

    I'd have a locksmith make a key rather than try find new. Take the door cylinder out and to the locksmith. (Or the ignition switch, whichever is easier for you.)

    And I'm pretty sure the reverse light switch is mounted on the top of the steering column shaft just forward of the dash mounting point. The switch looks like this...... At least if your car is a 65, I've lost track now. ..
