    I have my choke hooked to the feed side of the ballast as well. It seems to work just fine. No reason to cover the choke well hole in the intake. It's just a cavity.

(gold colored one in the photo) Switching from a 2 barrel to a 4 barrel or switching brands of carbs makes a difference...

    I would rebuild what you have. at least take it off and take the top off to look inside. If it is all corroded and nasty you might be better off buying a new carb if one is available.
