Hi Brent, Without seeing it, I am assuming it is the ground contact for the horn. I found that on my 64 recently as well. Here is a post from FABO, but it still pertains to our C bodies (note Post #10): horn issue I believe it is needed to complete the horn circuit for a stock steering...
