    Can you post a picture of the wiper motor? If it is the three speed it sounds like the shaft is stuck on the internal gear.

    Glad you stated that you have "Intermittent Wipe" That system uses the two speed motor, and the "Cam" In the linkage to park the wipers off the glass.     The integral jack hook into the bumper was a great safety upgrade in the early 70's. Before the separate hook could come away from the jack if the car rolled.
