Can you post a picture of the wiper motor? If it is the three speed it sounds like the shaft is stuck on the internal gear.

Do you have, two speed wiper, two speed with delay, or three speed wipers. Need to know that to steer you in the right direction.

You definitely need to make the show that will be at the rail museum this year.

The integral jack hook into the bumper was a great safety upgrade in the early 70's. Before the separate hook could come away from the jack if the car rolled.
