1968 New Yorker passenger-side reclining seat issue

Hi, My seat appears fine but lifting the lever on the side and the cam does turn but only far enough to hit the lip of the cylinder. Any ideas what's wrong? I appreciate the time Mike

May I ask how the back shield was attached to the backrest? I have not found a way to remove this without violence
and would not want to break anything since they sit perfectly now. I am just looking for another build sheet..

Now I have taken them off. Two hooks on the upper end of the cardboard panel goes in
openings on the backrest frame. The sides and lower end is secured with the usual door
panel cardboard spring fasteners.
