Lazy headlight doors

Im sure this is a dumb question but why do my headlight doors really struggle to open with the engine off? Battery problem? Bad ground?

The minute difference in voltage to the motor between on and off indicates to me your motor is onthe edge. Clean everything up will help. Mechanical and electrical.
