I don't think the FD owns it. Volunteer firemen sometimes put badges and medallions on their cars to show they are members.
I wonder what shape the cooling system is in looking at the radiator cap.

A lot of volunteer fire departments do this to identify members' vehicles while responding to the station or the scene for a call for service. The do that instead of giving them an emergency light and/or siren.
