I don't know all the copcar codes, I presume 1979 would show A38 on the FT (no picture provided of that).
The OP gauge and certified speedo suggest copcar.
I believe the L in the VIN is in fact the 360HP engine.
Wheels and spotlights could've been added by a fleet when placed in service.

The seats kinda suggest a standard Newport ordered with a 360, though - there were probably some small departments that did that back then. Order a standard car but with some copcar things.

Could be a cool car and looks complete.

Probably would look 100% better after a wash and a vacuum cleaner.
 
I could see them painting the car all white for resale but the oval emblem on the door is wrong for Oklahoma Highway Patrol.

Hmmm. I don't know about the R-body cop buckets, but the buckets in my old 88 Dippy copcar were one of the most comfortable seats I've ever had.
 
Could have been a Sargeant's or other administrator's car, given the cloth interior. No dual ashtrays in the center of the instrument panel. No "porch light" at the windshield header indicated. Car looks pretty decent, all things considered.

All it takes to put a B/RB engine in it is a 1st-gen Cordoba K-frame from such, plus a line from the a/c compressor to the condenser and hooking up the exhaust. Plus a 727 from a 1st gen Cordoba, too.

My '80 Newport 360 2bbl is TH42K.

A modern Hemi with the 5-speed trans would make that a nice-moving car. Lighter than the new 300/Chargers, and if this car has 3.21 gears, that beats the 2.82 that most of the Hemi LX cars had. But don't mind me, I have a hard time replacing parts that actually belong in my cars...
