On another post GregG48203 mentioned his brother's 63 Plymouth did not have seat belts. I though the 1st year for front seat belts was 1965, front and rear 1966. Apparently, I was wrong. I found this on a Google search:
"Seat belts became mandatory in the U.S. when the federal government began requiring them in all new cars in 1968, and individual states later passed laws making their use compulsory for drivers and passengers, with New York being the first in 1984. While some states, like Wisconsin, had already required the installation of seat belts in new cars starting in 1961, these were not yet mandatory for occupants to use.

- 1968:
The U.S. federal government mandated that all new passenger cars must be equipped with seat belts in the front seat. However, this did not require drivers or passengers to wear them.
- 1961:
Wisconsin became the first state to require the installation of seat belts in the front seats of all new cars. - 1984:
New York was the first U.S. state to pass a law mandating that all front-seat occupants wear seat belts. - 1986:
California enacted its mandatory seat belt law, which went into effect on January 1, 1986."
- 1961:
