1966 Plymouth Fury VIP | Wiper Arms Stuck

I figured I would check in to see if anyone else has had this problem before I start tearing this thing apart lol

As pictured these wiper arms have been in the same position since I got this car. It's as if someone turned the car off with the wipers still on. When I turn on the wipers, the motor only engages for a second and then gives up. I tried moving them by hand but they won't budge. I even put some WD-40 on the arms and that didn't work either.

Could be the wiper pivots are froze up, a fairly common problem, happened to my Duster
Unhook the linkage from the motor and see if they'll move then, but be careful, I snapped one off on my Duster
 
Like Imperial dude said, I would disconnect the linkage and see if the motor runs okay. If the motor is working the linkage most likely is frozen. Use lots of penetrating oil to try and fee them.

I figured I would give yall an update and not leave my thread unanswered so that its actually useful to others with a similar problem.

I finally got around to taking the wiper motor out and the wiper arms were free! Just as I had expected for a Texas car.
I grounded the wiper motor to a bolt on the fender, turned on the switch, and the motor works. I believe this is a electrical issue but I'm not ruling out weak motor torque.
I'm going to clean everything, put it back in and see if anything changes.

My thread has been answered.

So it turns out that the wiper motor is perfectly fine but the rotating joint that connects the motor to the linkage had seized. The rest of the linkage was not seized which gave the appearance that it was fully working when I moved the wiper arms.

I watched this video on removing/installing the wiper motor with out pulling the cowl for c bodies and it was done on a 65 Newport. Apparently on 65 Newports the wiper motor shaft is long enough to reconnect the linkage and put the motor back in without pulling the cowl.
But, it's not the same on a 66 Fury, the shaft is shorter so you can take it out with the cowl on still but you can't put it back in without the cowl off.

I got the cowl off after fighting some rotted screws and I finally had access to the linkage to bolt the motor back on just to find out that this joint that was supposed to be rotating with the motor wasn't.
