The VON starts with an N. According to the list with special meanings recently posted, that would be special order. Sales code Y39 and "SPECIAL ORDER" on the second tag say the same thing. So far, so good.

Still I'm none the wiser. What is so special about this car?
 
I do see a power steering cooler, unusual unless its a police or tow package? Not sure what else, anyone decode tag?

Well, for a start it's a 1976 instead of a 1975 Gran Fury Custom.

S11 might indicate something special in the suspension-and-shocks department, but my sales code lists for 1974, 1977 and 1979 don't have that code.

Looking at the fender tag it's a pretty basic car. Only airco, which can be considered basic in California.

I posted up some original news footage (screenshots) from LA on one of these crime shows around the 1970's where many LA Homicide detectives could be seen driving 2 dr hardtop/coupe Plymouth small Furys, could this be a detective car?

Very interesting historical documents! The car under discussion could fit the bill.
 
Other than the PS cooler, I don't see any other obvious "fleet" things in a special designation (e.g., no F codes on data plate).

That does NOT mean that it wasn't a fleet order, OR some other "special order" features(s) mopar used to instruct plant to do something else about this particular build that it didn't do in the absence of that order.

My old man's eyes arent what they used to be .. but what it the engine code (bottom row, first three digits on left): "E66"? If so, I don't know that one.
 
E56 corresponds to the 360 4-barrel engine, obligatory on California cars, as the 360 2-barrel was not admitted there. That's J in the VIN.

Not all police cars had high-performance engines. You can find K in the VON in combination with a 360 engine. Just a car to patrol the neighborhood or do the on-duty errands.
 
For 1975, here's an obvious cop car with a VON starting with N:

So the rule about cop cars getting K in the VON needs some modification.
