I was searching for more on this one and pieced together some interesting history. Seems this started out as a natural gas storage tank for the residential area. It was bricked over to counter local concerns.
It became a garage after that. Various owners over the years and it was raided a few times for illegal gambling. Not surprising in Utica that there was "illegal gambling" as Utica was well known for mob activity. The fact that they were raided tells me that they weren't greasing the right palms, but that's another story.
After that, it was a taxi company and then there was a small store in the front selling gold and coins. It may be a bike store now, but I can't confirm that.
