    Having starting issues

    once you have true TDC on compression make sure oil pump/distributor drive gear slot is parallel to the camshaft. Then install distributor and point rotor to #1.

    How are you verifying you are at TDC on #1 of the compression stroke and timing? My advice/experience is don't rely too heavily on those timing marks on the damper, especially if those are old parts of unknown assemblage. If you can verify true TDC and get timing correct (ish) and still won't...

    That won't help with the reverse lights. The NSS works now for starting, but we don't know if the rooster comb is correct for the '69 NSS. Either way, no reason to change NSS. The '68 and down uses a switch near the shifter for reverse lights.
