You can get Oetiker clamps online. Last ones i bought were at NAPA, so maybe try there. Those small worm clamps are garbage. Also, buy upgraded fuel hose, not the plain rubber stuff.

It's pumping air so it's working. Take your supply hose out of the can and hold it up and put some gas in the hose so it will get the pump wet. Now crank the engine with the line held up, sometimes that helps them start working.

I replaced the hose, years ago. The valve itself was bad. It was open when I blew through it in both directions. Hardly any resistance in the direction which it should have been sealed shut.
