That "hole" is a manifold vac vac tap. Some GM applications used that location to run the power brake booster, in some model years. If your engine has the vac tap for the power brakes on an intake manifold runner, keep that and PLUG the hole in the carb with a supplied pipe plug in the bag of...

That's the problem The EV2 car has rust, lots of it. The stub needs to be replaced, some floor, fender, lower quarter. If I recall correctly trunk pan and perhaps a rear frame rail is bad. It is the most valuable, loaded , 1 of 1 70 Convertible. I've known about this car for 24 years or so...
