It depends on the brakes too. If you have front discs, you can´t install anything smaller than 15`` wheels.

My Imperial has an original vent control to the right of the steering column (the slot you´re asking about), but it´s not attached to a cable anymore. I don´t know, if Dodge made it the same way. The aftermarket vent control is to the right of the choke cable.
