I suspected those holes were there for speakers but the metal plate doesn't has holes so the speaker will be covered by the metal plate. Does it matters ?

Hi guys I have a problem on my 1974 Plymouth fury. When I turn on the headlights everything works fine but sometimes the dash background light not turns on but If I move the headlights switch the dash background light turns on. What can be wrong? Maybe should I replace the headlights switch?
