1965 Town and Country----Electric Tail Gate Key lowers only

I have a 65 NYer wagon. The dash switch raises and lowers tail gate window fine. Key at rear tail gate only lowers. Is that standard or should I look to replace the switch? Thanks. Also.......how do I remove the glass pane to get to the rear of the switch? Thanks again.

There is a safety switch that won't allow you to raise the glass if it thinks the gate is open. It is located by the latch on the driver side. It may have become disconnected, or is sticky.
