Curious to know, what do you see on this car that makes FMV under $10,000?
All I see is minor things like tailpipes and some aftermarket items under the hood and the wheels. All very easy to rectify. If I could get across the border, I would be going to look at it.

The fair market value is the price at which the property would change hands between a willing buyer and a willing seller, neither being under any compulsion to buy or to sell and both having reasonable knowledge of relevant facts.

I don't believe there are any buyers at $10k. Just my uneducated quess from someone who has owned C-bodies for 50+ years. Other that, I'm just a retired truck driver so what do I know.
If you want it, pay $10k. That's a Fair To You value.

Thanks for the feedback, I've been actively looking and anything I have seen in the 10K range has had a lot of obvious issues. I don't see a lot in the pictures that bring this one down to that, other than a few add ons. Just my opinion. I would possibly buy it, if I could get to it.

C body prices are all over the map (obviously) and things like location seem to make more difference than other models. A nice car in the northeast brings more $$ than one in the southwest etc.

The car is probably worth more than $10K to the right person. It's got a lot of pluses, but the add-ons aren't doing anything except detract from the value. The fugly wheels and pipes are just horrible even if you like a few mods.

If I wanted one, I'd probably go $10k for this one... Maybe more if it's as nice in person. The JC Whitney inspired mods would have to go... and I'm not a "purest" (BTW, I hate that word)

Yes, but. . . The seller is asking $17,500 (recent 2K drop). Its gonna be a long slow slide waiting for the seller to finally arrive at 10K.
