Couldn't reach that far? And, wouldn't it be a 4 switch panel?

Bet it was modified for someone with a bad or missing left arm.

Good observation @Big_John A bad left arm makes a lot of sense.
I know a fella with a bad left arm from nam, he doesn't like manual windows.

It wasn't, does not have power windows, the crank is on the trans tunnel.

another possibility for the switch on the door is that its for an added power door lock........

my 70 300 convert has a power lock on the passenger side only, obviously added, theres a discrete switch close to the steering column on the lower left side.
kinda weird but handy if you are picking someone up and your car didnt come with power locks originally.

The placement of the switch and lack of the crank handle I'd agree with a previous post that it was to accommodate a disability. Those stains/discoloration on the seats and interior would be more of a concern.
