The Cordoba wheels above with the "fins" is called a "Urethane Road Wheel " Used 1975-77

Thee is no insert the rubbery stuff was bonded to the wheel permanently.

I have one NOS part # is 3699487 Used on the Cordobas and the Chargers
Here's the GM version. It's kinda funny to look back at some of the Big 3 offerings, to see them all release something new in the same model year, or the next year.
Look at all the cars that went to stacked headlights in 1965. Fury, full-size Ford, Fairlane/Comet, full-size Pontiac, mid-size Pontiac, Cadillac, some others I'm forgetting. Not a coincidence. Spies abounded in the New Products groups, apparently.

Perhaps the wheel companies designed something new, and offered it around Detroit, and hte Big 3 each tailored the design a bit (ala Magnum 500).
But stacked headlights weren't driven by any aftermarket supplier (to my perception, anyway).
