pretty common in the mopar world, well, in the car world anyway.

I ask for tags all the time while searching for the next car that I don't need.
Lots of folks don't want to send pics as they think I or someone will be stealing their vin and using it somehow on my "stolen" car. haha.
I'm just happy that the guy sent me the pic of the car before it sold. It was only on fakebook for a short time, I shortly conversed and then it was marked sold.
That is a cool cop car. A 70 fury copper, I would consider the purchase of. Alas it sold very quickly. For the better anyway. How will I ever pick up a GT if I buy all the other C's I like.
Usually the vin is blocked by a piece of paper or a finger. This fella was nerdy.

Long story short, uneducated paranoid self preservation.
