I've never seen horizontal trim halfway between belt-line and rockers. I don't know if it was common, but I don't like it. IMHO, it breaks up the elegant flow of these cars.
 
I agree with your comment regarding the “flow”, however parking lot scars/door dings can hurt ones financial sensibilities, to the point where aesthetic concessions are bound to be made. I am going to guess that it is a previous, Chrysler executive pool car, that was destined to have a variety of drivers. Fine looking car, I wouldn’t throw it back in the pool, if I owned it.
