FWIW, I think someone in the other thread guessed it.
It looks to be a Plymouth Arrow cap-tip on a regular Road Wheel.
The Arrow wheel is 4-lug, which matches the 4 scallops on this one.
1st pic is from an ebay auction that non-findable.
I like the ingenuity, but the Arrow cap almost looks a little too bulky (and I want a Chrysler / 300 insignia).
So I'll keep looking for the homebrewed solution that I seek...
