another heat riser question

if so i'm going to leave it as is cause it's froze up and i haven't touched it with any chemicals yet

Honestly, the only way to be sure is to disconnect the pipe and look. I've seen the mount slip so the counterbalance showed open yet it was closed and vice versa and even with the flapper rusted away to nothing. I've always just removed them and sealed off the holes with a my and bolt. Just a little horsepower stealer lol
