Brake Pedal Ratio?

I have an odd thing here. I have a 68 fury iii with manual drums all around.

I contacted wilwood in regards to their disc brakes and master cylinders and got a questionaire back asking to measure the pedal ratio. I did that roughly as good as I could in the car and get a ratio of 4.5:1

This is normally for a booster right??? My drums feel fine and I can stop the car just fine. I dont think the brake pedal is overly hard either. What Is going on? How can I measure this correctly without taking the pedal out???
 
As I recall you need to make two measurements:
1 measure from the pedal pivot point to the pedal.
2 measure from the pedal pivot point to the push rod attachment point.

Divide #1 by #2.
