Firewall cut out

Just cleaning up the firewall on my 68 Polara. I'm curious what if anything the oval cut out, albeit it plugged, behind the drivers side head is for? Or does it have any purpose? Seems to be a haven for rust. Here's a pic

Thx Travis! I looked around a bit now that I know what its called. Looks like maybe I should have a plastic cover over it. Not sure if I need to bother since it's meant to act as a drain.
 
There should be a cover to prevent fumes and such from getting into the cowl, as that is the fresh air plenum that feeds the hvac/floor vents. You don’t want the interior to smell like the engine bay!

The cowl drain on the fh side should have a thin rubber flap that covers it from "fumes" yet will move away for water to escape. Not a solid seal, just a deflector of air as they usually curl a bit on the corners with age.

PH, what great crinkle paint did you use for the air cleaner.....looks like a new car from the pics....jealousy indeed.
