I would imagine it is a custom piece. There used to be a stall at the local flea market that made great looking custom plates. They could make anything you wanted. I would think there's many similar businesses online.
In my opinion, if you get one made, I would drop the eagle. It makes it busier than necessary, there's an eagle a foot up, which makes it kind of redundant. Alot of the Audi drivers in my town sport shiny front plates with the four rings, directly below the grille which also has the four rings. That always bugs me.

Have that printed and glue it to a cheap license plate (Like one of those sport fan plates) that you've painted to match... Or even a piece of lexan cut to size and painted.
