I'd say that's absolutely an NOS part. Often with NOS body parts there's some minor flaw that prevented them from directly putting it on the production line without some extra work. You can see the possibility in the pic below, a couple minor dings that would prevent it from being spot-welded. $1k is a pretty decent deal IMO, way better than patching up a badly rusted panel.
