It is a trans brake I believe that was used on late 50 early 60's auto transmissions. I believe they had push button selectors and a lever with a cable for the parking brake. Some one can correct me if wrong.

I had a 59 Valiant with push button trans (I think lever for e brake) and I dont recall that part- again I was 17 and that was a long time ago for me I did have to work on that shifter cable once as it stuck in reverse, drove the car home in reverse on the expressway at night no less
