What are these things under the cowl?

1968 Monaco 500, got these little retainers/rods under the cowl. What are these for?

Looks like your window washer sprayers. Connects then Rubber lines from the bottle under the hood to the sprayers on or under the cowl.

Yup, squirters. And FYI, as you restore/renew your car, they're not supposed to be painted.
