I think they are governed for 63. I passed one once with my tractor governed at 63.5.
It took a while...

One driver found a trick that over rode the governor. In gear with clutch in, floor it and flip the Cruise switch on and off 3 times.
After that trick passed through the driver grapevine, the Garage fixed that computer hack.
