What is it worth, 1964 NY wagon?

Asking for a acquaintance.

This car is in the Netherlands (Europe).
Owner has too many projects, and is considering selling this one, instead of building it.
A 1964 New Yorker wagon. 413 engine. "Fresh" paintjob from few years ago, but car still needs to be put together.
He has all the parts that go with it, some even double like bumpers (rechromed), dash, strips ect. Glass.
In this state, what what would be a fair price for a project like this?

OK, I'll play. -6F here right now so coffee in-hand!

IMO this was someone's labor of love more than an investment build (if there is such a thing). I seems there's a lot of money into this project already, much more than the seller can expect to get out of it. Hopefully they understand this already.

Pro: Looks really nice and clean in the pics. A quality paint/finish on a car that size would have been expensive, maybe $20k (US) +/-. Chrome plating is also expensive.

Con: Frankly that's a niche within a niche vehicle (full size and a wagon). Also, it's the proverbial "basket case" on top of that. Parts and expertise may be hard to find.

My gut reaction, without knowing the market on 64 NY wagons, is somewhere between $10k-$20k is the starting point. That's a wide range depending on interior, status of drive train, status of HVAC, electrical/wiring, brakes, wheels/tires and on and on. If someone really just has to assemble the sub-assemblies then towards $20k. If it's just a painted shell and all the sub-assemblies mentioned above need to be gone through then it's towards $10k.
