I believe that's a wire wheel without the wire basket installed, like the ones that Superior used to make. The center is just a universal cap that pushes in from behind the wheel.

i've seen these but don't know the manufacturer. cragar maybe? there may have been a label on the center cap at one time. the unusual pattern around the lug holes should narrow it down. does the center cap install from the front or back?
 
I'm pretty certain it's a wire wheel without the basket. Here's one on ebay. It's almost identical, except that it's a uni-lug.

All of the big mag wheel companies made them during the 70's, so there would be minor differences, such as the contour around the lug holes. Most offered a cover that hid the lug nuts from view when everything was assembled.

My guess is that it's a Keystone Sun Spoke.

No matter what brand it is, it's a "wire basket" type wheel. They sold a bazillion of them back in the 70/80's. They are pretty much worthless then and worthless now unless you are wearing platform shoes and listening to disco.
