Well closure for the story. We were finally able to get it in. Two exhaust cams, 8 lifters, 8 rockers, two clutch packs and a transmission pump later, all seems to be well. Took a week and a half. But being I had to wait so long to get it in, I aint complaining. Well that and it was Free 99.

Did you ever find the source of the ticking?

This just popped up in my recommended viewing today, but I don't think it's what you have, since you said your issue was half speed. This would likely be a crank speed noise.

In full disclosure the cams were probably on me as I didn't take it in right away for the rocker tick.

With the time I have remaining on this Earth, I ain't got no time for that.

i'm not buying a car with the intake manifold that covers the spark plugs, if i'm going to do basic maintenance i need easy access to everything
