Why is it people like this DON'T get killed by crap like this more often? You read stories sure, but not as often as you should.

He's correct. A Ground Fault Circuit Interrupter (GFCI) should theoretically save their lives should a ground fault occur. It will cut the circuit fast enough to prevent you from frying were you stood. I wouldn't want to have to put one to the test it in real life however.
