Yea I saw a amateur documentary about Union Square in NYC fits that description decades before De Blasio. Here's a creative writing review from Yelp about Union Square.

Yes, Union Square--a 'green and pleasant land' surrounded by the throbbing roar of some of the busiest traffic in the city, weaving around it on all sides. A nearly round-the-clock, 24-hour din upon your eardrums.

See, my idea of a nice park is lying on my back in a totally carefree manner with my head cradled by clean; un-trampled earth and sweet, fresh-smelling grass; left alone in my thoughts, listening to birdsong and watching clouds roll by.

But just try and enjoy a nice lay-down like that, in the grass here. No, its not just the rodents which prevent you from rest--the very earth of this phony sanctuary seems to have a horrible; lumpy; "mix-in" layer of fine, round, white-grey, particulate matter. You can see it if you look close. Little white beads and flecks: the accumulation of decades of shredded cigarette butts and soda labels, gum wrappers, toothpicks and match-ends; condoms and newspapers and tissues and God-only-knows-what-else which has rained down and been ground up under the tread of a million heels. This detritus is present in any handful of sod you scoop up. Its not real soil; its something else; which scientists don't yet have a name for.

And the grass sod as well. It is not sweet, fresh, pristine; happy; no-one's-ever-set-foot-on-me grass; its grass which is gray; beaten down; sullen; whipped; trampled; grass which hides desperate mice and vermin; their droppings; syringes; shards; and other chunks of variously unidentifiable, friable scree of metal and broken glass.

Alright, so what can I say about Union Square which is good? Well, if you're strolling through the quaint stalls of the farmer's markets on a Sunday morning; there are certainly indie-vendor-bargains; and other enjoyable shopping to be had. Its a smorgasbord of organic crafts and edibles. Its pleasant for a fifteen-minute stroll around that northern perimeter where the stalls are set up. In NYC everything ultimately leads to one thing: shopping.

So, keep right on moving after you've checked out the $7 water and apple butter and almond paste. Like everything else in the city--going out of your way leads to a bursting bladder and weary feet. The park (of course) is not located remotely near anyone's residence; no one *lives* around here--so bear in mind that you have a long train ride back to wherever you dwell and you'll be carrying packages.

Best way to improve Union Square? You're way ahead of me, I hope: '...the matador...the matador...'

Well our parks aren't quite that bad but close, thanks to the bright bulbs that run the County and the County owned & run 'International' Airport. What would you expect when they come up with pushing the airlines that cater to the airport to offer bargain $99 direct nonstop flights from NYC, the well heeled from the city?
