ive just done a deal on my 3rd 78 Salon.
and oddly enough all 3 of my Salons have been sunroof cars.
2 were sold new in BC, the 3rd ordered in Manitoba and then driven out to BC to be kept at a summer home.
at 1 point i owned 2 at the same time.
my 1st Salon belongs to another group member, the 2nd is somewhere in mid/northern BC.
my latest car has kind of an interesting history, but that is a post for another time......

all with air.
all have the dreaded ATC but funnily enough it worked fine on the 1st 2, the latest only has 1 blower speed.
the 1st and 3rd are loaded 440 cars, the 2nd not as loaded and had a 400

Well, here in 'merica, A/C (manual or otherwise) was optional.
Need to see a Canadian brochure.
Or better yet, @Mr C

I think Marko is describing that all the Salons he's had all had ATC...which was very common on Formals in general. I find manual A/C is more rare on Formals than Autotemp II...at least it seems that way.

The Salon package was an appearance package and the items in the package are described above, although they do a weird/poor job of describing the smaller Imperial style rear glass.

So, although I've never seen it, you could have a more stripped down Salon. In general, Salons are pretty loaded with options, so I'd imagine that its unlikely.

I know I have seen at least two Formals, both Canadian (of course) without AC. But I can't recall what models they were.

Yes, very common for Canadian cars to be without A/C. I saw plenty of Dodge and Plymouth Formals without A/C back in the day and owned a 76 NYB coupe myself that had no A/C.
I should have clarified that it seems that when A/C equipped, AutotempII seems to have been installed at a greater rate than Manual A/C on the Formals.
